Misplaced importunity

What should be done when the Drawing and Disbursing Officers of State administration do not respond to the instructions of the Government to send in budget estimates for the financial year 2015-2016? And those who are defaulters include senior bureaucrats, not to speak of officers of lesser authority. When reminders and remonstration cannot move the senior officers, is it not virtual non-functional administration? How come senior officers of the rank of Additional DCs, Collectors and SDMs give not tuppence to the instructions of the Financial Commissioner and still believe to be unperturbed by dereliction of duty? This is a serious matter and failure of the authorities to enforce the service rules. All this happens when there is either political interference or absence of the element of accountability. Generally very senior officers do not choose to issue warnings or make remonstrations. Good governance means implementation of order or exit from the scene. We do not come across any Government waiting endlessly for months at end for some important information from the officers concerned to plan for the State. By not sending in the desired report, the officers intend to hold the entire administration and the state at ransom.
