Ministers found inattentive during Question Hour in Assembly

JAMMU, Jan 16: Several Ministers of PDP-BJP Coalition Government were found inattentive during the Question Hour in the Legislative Assembly today.
As soon as the Lower House met this morning, Opposition National Conference started protest over conflicting statements of both the coalition partners on compensation to those killed during unrest in Kashmir valley.
However, the Speaker Kavinder Gupta preferred to ignore the protest by Opposition and allowed the Question Hour. The Congress MLA from Nubra Deldan Namgail stood up to raise his question listed at Number 3.
As the question was pertaining to the Ladakh Affairs Department, the Speaker said, “Minister Inchagre Ladakh Affairs please answer the question of Nubra MLA”. However, there was no response from the Treasury Benches.
Irked over non-seriousness of the Treasury Benches, the MLA from Nubra said, “this Government is completely non-serious particularly towards the issues of Ladakh region”.
“Where is Ladakh Affairs Minister”? Speaker asked the Government. However, he found almost all the Ministers inattentive as they were not aware about the reply to be furnished by the Ladakh Affairs Minister and started looking at each other.
However, after some minutes Minister for Rural Development and Panchayati Raj Abdul Haq Khan stood up and read the written reply to the question of Nubra MLA. He, however, failed to give convincing replies to the supplementary questions of the MLA.
In his written reply, the Ladakh Affairs Minister admitted that there is work done liability of Rs 881.55 lakh on account of restoration of infrastructure damaged during flash flood of 2015 in Leh district and also a balance work done liability of Rs 834.37 lakh on account of works executed on the eve of Kalachakra-event in Leh.
“State Government has so far released Rs 35 crore to meet the temporary and permanent damages caused by Phuktal river”, the Minister said, adding “for Kalachakra against the proposed requirement of Rs 15.25 crore, an amount of Rs 6.91 crore has been authorized”.
“The balance funds could be considered in phases subject to the availability of resources/savings”, the Minister said.
This infuriated MLA from Nubra, who remarked, “this is unfortunate that Government is not ready to clear the work done liabilities in a time bound manner”.
After expressing concern over the reply of the Minister, the Congress MLA had to sit down as on one side there was chaos due to protest by the National Conference MLAs and on the other side the Ministers were inattentive.
