Militant, OGW arrested; plot to recruit youth into HM foiled

JAMMU, July 1: Police today arrested a Hizbul Mujahideen militant and an Over Ground Worker (OGW) in Kishtwar district and recovered arms and ammunition from their possession. With the arrests, a terror module of the Hizbul outfit has been busted and their plot to carry out strikes at different places and revive militancy foiled.
Police identified the arrested Hizbul Mujahideen militant as Rameez Ahmed Wani son of Master Javed Ahmed Wani, a resident of Tandar Dachan.
On the disclosures made by the arrested militant, police conducted raids and arrested one active OGW of Hizbul Mujahideen identified as Nissar Ahmed Ganie son of Bashir Ahmed Ganie, originally a resident of Amratgarh, Charala of Doda and presently putting up at Deewaro Link Road, Kishtwar.
During sustained interrogation of Nissar Ahmed, police recovered three magazines of AK-47 rifle from his possession along with 90 live rounds.
“Nissar had assumed a Moulvi type of attire and was also running a madrasa in Kishtwar town with the name Darul-Uloom  Usmania since 2013. In the premises of madrasa , he had established his office and under the garb and  guise of madrasa manager and teacher, he was continuing  his over ground activities for the militants,” sources said.
Nissar also disclosed that consignment of arms & ammunition recovered  from the custody of militant Rameez on his arrest was also arranged by him from another active OGW and money for the same from  Hizb organization was paid by him  to the OGW from whom the Chinese pistol and grenades were recovered, sources said.
They added that Nissar was involved  in procuring arms and ammunition  for the new terrorist inductions by paying the Hizb money and was harbouring agents & conduits by co-ordinating their activities. Police had kept under surveillance the activities of Moulvi Nissar Ahmed Ganie since December last year, they said.
Police had information that Rameez Ahmad Wani was ferrying arms & explosive to his mentor and Hizbul Mujahideen terrorist Amin Bhat alias Jehangir Saroori and they were planning to induct fresh youth into the militancy. On his personal search, police recovered from his possession a Chinese pistol with magazine and live pistol cartridges and two high power HE hand grenades, beside some documents of the terrorist outfit.
SSP Kishtwar Abrar Chowdhary while breifing media at District Police Office, Kishtwar  today along with Additional Superintendent of Police Parbeet Singh and other officers of District Police said that on the arrest and interrogation of the Hizbul militant  Rameez Ahmed Wani it was ascertained that a number of other persons in and around Kishtwar town have been working as  Over Ground Workers of banned terror outfit Hizbul Mujahideen and are attempting to conduct fresh recruitment beside arranging & procuring arms & ammunition  for new terrorist recruitments.
During the sustained interrogation of the arrested Hizb militant and OGW, it was further ascertained that they were under the instructions from Hizbul Mujahideen terrorist Jehangir Saroori to lob grenades at busy localities in the district to create scare and fear psychosis  among the public.
By arresting the culprits & recovering arms from their possession including live hand grenades, police have averted a major tragedy in the district, sources said.
Rameez also disclosed that he was working as active militant of Hizb since the last three years. He had, however, not performed an open major terror act so far in order to maintain the concealment of his terrorist identity since he had been entrusted with the job of recruiting & inducting the fresh youth in terror net on the instructions of Jehangir Saroori.
In year 2017, he had recruited two youths identified as Ikhlaq Ahmed and Reyaz Ahmed Wani and provided them a pistol and two grenades. They were instructed to perform a terror strike in Valley under the close supervision of another Hizbul hardcore OGW  Touseef  Ahmed Gundana S/o  Master Ghulam Nabi Gundana of Kishtwar. When the trio was in the process of planning a terror strike in Srinagar district, the alert police party of  police station Parimpora had arrested them along with a pistol and grenades.
Rameez had also prepared another couple of youth for inducting them into Hizbul Mujahideen. “Had he not been arrested, he was all set to send them to join terror outfit in a couple of days. The youth duo has been identified by the police and the police is in the process of counseling them,” sources said.
The police parties under the supervision of Additional SP Kishtwar Parbeet Singh are searching another youth of Dachhan who have been mentally prepared by Rameez to join the outfit and was also waiting for arms and ammunition  from him.
Another youth Mudasir Ahmed S/o Tariq Hussain R/o Tandar Dachhan who was missing since the last more than one month has also been sent by Rameez to join terror outfit. He was motivated by Rameez and his joining with Jehangir Saroori through the  Padder axis was facilitated by another OGW  Touseef Ahmed Gundana by using a motorcycle  for taking Muddasir to the location of Jehangir Saroori  on Padder road.
It is pertinent to mention  here that the younger brother of Rameez was studying in Islamic college Srinagar  from where he had fled away in the month of July  2017 and is missing  since then. He too has joined the terror  outfit.
During the interrogation of Rameez it was further ascertained by police that he had motivated and sent another three youth in the forests of Dachhan for joining the terror group. All the three youth were missing from Dachhan after Friday prayers on June 29.
After the disclosures of Rameez, police constituted several teams and launched manhunt in the forests of Sounder and Tandar and finally  recovered all three youth on June 30. The trio has been identified as Usman Ahmed Wani, Sajid Ahmed and Junaid Ahmed .
The police has registered case FIR No.182/2018 u/s 120-B, 121,121-A , 4/5 Explosives  Act, 7/25 Indian Arms Act and 3/13 Unlawful Activities Act  in police station Kishtwar.
The investigation of the case has been taken up by Deputy Superintendent of Police DAR Kishtwar Manoj Kumar.
17 RR  unit of Army has also joined investigations into this case with police.
Arrests were made by the police party led by inspector Sameer Jeelani, SHO Police Station Kishtwar and assisted by Mohd Qasim ASI Operations under the supervision of  SSP Kishtwar  Abrar Chowdhary and Additional SP Perbheet Singh.
