MHA implements CBM, raises JKP martyrs’ relief at par with CAPFs

JAMMU, Dec 6: The Union Ministry of Home Affairs (MHA) today announced that the next of kin of Jammu and Kashmir Police martyrs would get Rs 30 lakh ex-gratia relief, thus, meeting long pending demand projected by the State Government and endorsed recently by Centre Government’s Special Representative, Dineshwar Sharma.
An order to this effect was issued today by the MHA.
As per the Order, a copy of which is available with the Excelsior, the family members of Jammu and Kashmir Police personnel, martyred during the course of performing duties attributed to act of violence in the State, would get Rs 30 lakh including Rs 18 lakh from Government of Jammu Kashmir (State budget), Rs 7 lakh from Ministry of Home Affairs (Police Welfare Fund) and Rs 5 lakh from Ministry of Home Affairs (J&K, Security Related Expenditure, Relief and Rehabilitation) through Government of Jammu Kashmir.
“The MHA will make payment of Rs 7 lakh in place of Rs 3 lakh to the next of kin of each Jammu and Kashmir Police personnel from the Police Welfare Fund. The other terms and conditions for sanction of the amount of Rs 7 lakh from Police Welfare Fund would be the same,” the Order said.
It added that the MHA will also meet payment of Rs 5 lakh in place of Rs 2 lakh to the next of kin of Jammu and Kashmir Police personnel/Special Police Officers as well as next of kin of Central Armed Police Forces/Army personnel posted in Jammu and Kashmir. The expenditure is datable under Security Related Expenditure (Relief and Rehabilitation).
“The existing terms and conditions/guidelines for grant of ex-gratia relief from SRE (R&R) of Rs 5 lakh in place of Rs 2 lakh would continue,” the Order said.
With this, the MHA said, the long pending demand for enhancement of ex-gratia relief and to make it at par with ex-gratia being paid to Central Armed Police Forces (CAPF) personnel in case of death occurring in course of performing duties has been met with.
The death during performing duties included violence by terrorists and anti-social elements etc.
The Ministry of Home Affairs has conveyed its decisions to the Principal Secretary (Home), Government of Jammu and Kashmir and the Director General of Police.
Only few days back, the Ministry of Home Affairs, headed by BJP veteran Rajnath Singh, had announced four major Confidence Building Measures (CBMs) pertaining to Jammu and Kashmir, reportedly on the basis of recommendations made by Centre Government’s Special Representative on Jammu and Kashmir, Dineshwar Sharma.
They included amnesty to first-time stone pelters, increase in ex-gratia relief of Jammu and Kashmir Police martyrs at par with Central Armed Police Forces, manifold increase in compensation for losses suffered by the border dwellers in Pakistan shelling and firing on the Line of Control (LoC) and International Border (IB) and supply of 800 mega watt free supply to the State during winters.
