Of MES officer, RTI

Sir
Apropos to the article titled “MES officers unaware of RTI law” ( by Dr Raja Muzafar DE 11.5.2018). RTI applies to Public authorities and Military Engineers Service (MES) also happens to be a public authority.
Top brass of MES must take this issue seriously and initiate action against the concerned Garrison Engineer of Air Force 1 Wing based in Srinagar who has told RTI applicant that RTI is not applicable in J&K State .
This is a matter of livelihood of few young men and credibility of our armed forces is at stake.
If our Armed Forces works wing also starts behaving like any other developmental department of State , people will lose faith in the  institutions under control of Ministry of Defence. RTI applicant  Rashid Ashraf as per the article is not seeking any information which is forbidden to be shared or comes under Section 8 of RTI Act 2005 , but the information is related to his career and job.
I am sure Chief Information Commissioner  Khurshid Ahmad Ganai , Engineer in Chief of MES or Chief Engineer concerned will take a call on this issue.
Yours etc…
Mushtaq Branwari
