Mass copying

Sir,
If we recollect the darkest days of Kashmir starting from 1989-90, when armed terrorism from Pakistan was exported to Kashmir, among other aftermaths , one of them was mass copying by examinees in examination centres . The supervising staff , usually school and college teachers were either allowing it as a part of the disturbed conditions, some succumbing to the threats of the gun totting terrorists while many were actually facilitating the same to earn the good will of the terrorists. However, when illiteracy and inefficiency reached its unmanageable limits both parents and the students felt to give up the methods of cheating in exam centres though it did not get completely over. Since last full year in the valley there was turmoil and free for all for trouble creators at the behest of Pakistan, the  conditions more or less having returned to 1990 levels,mass copying has again resurfaced there. Disturbing reports from many exam centres in Kashmir valley in respect of exams of BOSE are about mass copying by students . It is irony that the state having rich educational standards all through should now turn educated with proxy and cheating. It is again strange that armed security is to be provided at exam. centres to allow smooth exam conducting.
where is the state , in particular the Kashmir valley heading in matters of education and efficiency in an era of competitions and efficiency?
