KGBV teachers’ salaries siphoned off

SRINAGAR, Dec 15: Over Rs 30 crore have been swindled by officials of the Education Department by siphoning off salaries of teachers employed under Kasturba Gandhi Balika Vidyalaya (KGBV) scheme in the State.
KGBV, a Centrally sponsored scheme was launched in the State in 2005 to employ meritorious female teachers on a monthly salary of Rs 6000 in 99 KGBV centres in every block, mostly in the SC/ST population and educationally backward areas to facilitate girls’ education for their empowerment.
But Education Department appointed Rehbar-e-Taleem under the scheme on monthly honorarium of Rs 1500 and they were told that they would be regularised as general line teachers after five years.
“After we completed five years, the officials asked us that your time was up. You were appointed on contractual basis for five years,” said a KGBV candidate, wishing not to be known fearing reprisals from officials of the department.
She said during those five years they were paid on ReT pattern, and thus their salaries were siphoned off by officials.
The Education Department appointed 700 teachers in these 90 centers for eight years thus siphoning off Rs 30, 24, 00000.
Director Education, Mir Tariq Ali admitted the Government mistake for engaging these teachers on ReT pattern instead of contractual basis.
He also said Government has regularized some teachers among them while it (Government) is in a process to adjust them at vacant places and for rest of the appointed teachers posts would be created to adjust them.
“It turned blessing for appointed teachers, otherwise they would have been terminated from service after some years, as they would have been appointed on contractual basis,” Mir said.
With huge embezzlement, the Central Government has stopped funds for the scheme in June this year.
