KAS officials

KAS Association delegation has recently approached the Chief Secretary and apprised him of various issues of the fraternity needing to be attended by him. These include issues of promotion, posting etc. One complaint is that in many cases non-KAS officers have been put in charge of organization while KAS cadres are available for the same. We believe that raising the KAS cadres simply means that selected candidates should be put in their proper places so that administration is streamlined. The purpose is that there should be good, efficient and competent administration in the State. The Government has to be very clear on the issue. The bureaucracy has to be efficient because it is this mechanism that ultimately counts in giving good governance. Promotion and postings have to be made according to some rules and practices. These practices need to be adhered to. We hope that the   Chief Secretary also contributes to same thinking and as such the KAS fraternity will hopefully find their grievances removed within a short period of time.
However, before concluding our observations, we will strongly recommend that the KAS cadres actively respond to the needs and requirements of civil society. They need to identify themselves with the civil society where from they have come. Great responsibility of carrying the state forward along the path of development and prosperity falls on their shoulders and if they are not able to prove themselves capable of meeting the requirements of the State, the State will have difficulty in maintaining their status and position.
