Justice Magrey inaugurates sensitization prog on Drugs, Food Safety Acts

JAMMU, Nov 18: In its endeavour to strengthen the judicial and administrative institutions and improve necessary skills and efficiency of all stakeholders of justice delivery system, State Judicial Academy today organized one day sensitization programme for District Judges, Assistant Controller Drugs and Drug Inspectors under Drugs and Cosmetics Act.
The sensitization programme was inaugurated by Justice Ali Mohammad Magrey in the presence of Justice Hasnain Massodi, former Judge High Court of J&K, Abdul Rashid Malik, Director, J&K State Judicial Academy, Dr  Pawan Kotwal, Principal Secretary to Government, Health & Medical Education Department (Commissioner Food Safety) and R  S Thakur, retired Assistant Controller Drugs.
The proceedings were conducted by Abdul Rashid Malik, Director, J&K State Judicial Academy, who said that right to health is a fundamental right and has been recognized in the Constitution, statutory as well as in the international laws.
In his special address, Justice Magrey gave an overview of the sensitization programme and said that it intends to provide the relevant and practical insights about food safety, standards, food safety management systems and related legal provisions under both the Acts.
“After this sensitization programme, the participants would attain a uniform pattern of effective compliance of Food Safety and Standards Act and Drugs and Cosmetics Act across the State by getting a detailed knowledge regarding the parameters and guidelines under the Acts”, he said, adding “the presence of the Judicial Officers in this programme further enhances its scope and importance as the presence of all stakeholders makes the deliberations inclusive and purposeful”.
In the first working session, Justice Hasnain Masoodi deliberated upon the importance of the implementation of the Drugs & Cosmetics Act.  He emphasised that it is the duty of the State to take care of the health of society because it is the question of life. “Thus the role of participant officers is very crucial to keep vigil on the quality of drugs in the society. Globally, every country is the victim of substandard or spurious drugs, which result in life threatening issues, financial loss of consumer and manufacturer and loss in trust on health system”, he added.
R S Thakur, Resource Person, deliberated upon the overview and salient features of the Drugs and Cosmetics Act, 1940 and Rules, 1945. He made a detailed power point presentation upon the legal framework under the Act.
In the Final Session, the participants made presentations on successes, failures, challenges and way forward for effective implementation of the Drugs & Cosmetics Act.
