JKSAC flays State Govt on Rs 5.5 lakh package issue

JAMMU, Mar 3: The Jammu Kashmir Sharnarthi Action Committee (JKSAC) strongly condemned the State Govt for not projecting and highlighting the decades old one time settlement issues of DP’s in right perspective particularly of 1947 from PoK to seek its appropriate redressal as promised in agenda of alliance.
Addressing press conference, president of the JKSAC Gurdev Singh  said that  order dated  Dec 22, 2016 addressed to Chief Secretary of  State by Joint Secretary FFR Division MHA in reference to State Govt reference No. R&R/ REHB/ CSC/19 /2015 dated, 14-06-2016  in connection with disbursement of Rs 2000 crore package @ Rs 5.5 lakh each DP family has over ruled the recommendations of Rs 25 lakh per  DP family as recommended by the previous State Govt. and Rs 30 lacs each DP family projected by the JPC with other significant components.
It has clearly exposed the tall claims of  Coalition Govt particularly BJP to compensate DP’s adequately. He said the  announcements made regularly regarding Rs 2000 crore as first installment particularly of Dr Jatinder Singh, Minister in PMO on  Feb 11, 2017 at Kathua and commitment made by  Raj Nath Singh,   Home Minister during the visit of All Parties delegation on  September 5, 2016 are quite contrary to the order mentioned above.
Singh  and other members  circulated the order to the media persons, which states very clearly that “GoI has carefully considered the proposal submitted on 14-06-2016 by  State Govt, that the DP’s have been given variety of packages from time to time onwards 1947 viz-a-viz agriculture land, plots /quarters, cash compensation. So, in view of all this Rs 5.5 lakhs  is reasonable amount for their sustenance.”
The JKSAC leader alleged that  facts have been always concealed and distorted by State Govt and termed this order as most illogical, unjustified and devoid of sense of justice. He said  if any kind of relief was given to DP’s as Govt claims on one hand and on the other hand it was taken back. He added that the land was allotted to DP’s but it costs @ Rs 2500 was deducted from the ex-gratia grant of Rs 3500 provided by GoI in 1960-62 uniformly without taking consideration the quantum of land allotted to each DP family. The  remaining Rs 1000 was adjusted as interest in respect of loan of Rs 500-1000 advanced to each DP family earlier. The cost of  land was deducted from those DP families who were not even handed over the possession of land allotted till date because of certain draconian Revenue laws of State.
The  urban DP’s were allotted plots/quarters, Rs 2250 was deducted as cost and the rest amount of the ex-gratia grant was adjusted as interest. More than 8000 rural families were allotted land much below the Govt sanctioned scale as per own Govt records, only 2800 families were compensated uniformly @ Rs 30,000 per kanal with a ceiling of Rs 1.5 lakh  much below the average market rates without taking into account the quantum of land deficiency of each family.  5300 families settled outside the state have not been taken in account besides 9500 other DP families which were debarred from all kinds of benefits on flimsy grounds.
