JKEEGA delegation calls on Advisor, projects demands

JAMMU, Nov 20: A deputation of J&K Electrical Engineering Graduates Association (JKEEGA), led by its State president Er Harvrinder Singh and general secretary Er Pirzada Hidayatullah called on Kewal Kumar Sharma, Advisor to Governor, at his office chamber, here today, and projected various issues of the Graduate Engineers of PDD.
The Advisor was apprised that though engineers in all the wings are working on the post of Development Commissioner Power, Chief Engineers, Superintending Engineers, Executive Engineers and Assistant Executive Engineers but are superannuating in the grade of either Junior Engineer, Assistant Engineer or at the most Assistant Executive Engineer because their services are not regularized. “In the absence of regularization on the post, every officer is working either on in- charge, stopgap or adhoc,” Association said and added that the regularization of engineers to the post where they are putting in their services should be done on priority so that their pension benefits are not culminated.
The Advisor was also apprised about the issue of promotions at the level of AEE and AE. The degree holders even though eligible for promotion since 2012, are being deprived of their due rights. As per the recruitment rules, the delegation added, the respective quota of Degree : Diploma in promotions is 80:20 respectively whereas it has not been maintained due to the fact that around 165 diploma holder JEs were promoted in 2012 in gross violation of the J&K Engineering Service Recruitment Rules.
The Association said that the file for promotion of the Assistant Executive Engineer and Assistant Engineer was forwarded to the GAD six months back for their opinion but nothing decisive has been done till date.
It was apprised that after a long struggle, Engineers were assured of granting Assured Career Progression (ACP) and the same was even announced in the State Budget 2018-19 but the SRO for the same is still languishing with the administrative department.
Further, it was emphasized that the Junior Engineers, who are the backbone of departments, are being deprived of Grade Pay 4260 which was recommended and accepted by the Pay Anomaly Committee and approved by the cabinet 7 years back.
The Advisor gave a patient hearing to all the projected demands and assured that the same will be addressed at an earliest.
