Jammu Driving Institute

Two high-tech Driving Institutes, one each sanctioned for Jammu and Srinagar at a cost of 35 crore rupees by the Union Surface Transport Ministry, are nowhere in sight despite the fact that the land for Jammu project has already been indentified near Bhalwal in the peripheries of Jammu city. The land identified for Srinagar project in Parimpura has not been approved for some technical reasons and the search continues. But there seems no reason to delay or defer the completion of the project in Jammu where all preliminaries have been completed. Even the DPR has also been submitted. Apparently, it is said that the proposal is pending with the Union Ministry of Surface Transport.
The high-tech institutes are supposed to be modelled on international lines. The primary objective is to impart standard training for driving commercial vehicles and also to know about the fitness of the machines so that often recurring road accidents and fatalities are reduced maximally. This is a much liked programme and should have been completed within the stipulated time. An impression has been gathering that since the State Government has not been able to identify the land in Srinagar, it is not interested in letting Jammu take the lead and be the first to have the institute under discussion. We don’t believe this should be the thinking at any level in the administration but then people would want to know the reason why the project is getting delayed indefinitely for Jammu. Why should the Transport Department give reason for disgruntlement of people on account of regional bias?
