CAPD is notorious for various irregularities and administrative loopholes. It is under the scanner of Vigilance Organization. The cases of alleged corruption are already pending against large number of its functionaries. Perhaps in view of mounting criticism of the functionality of CAPD, the Minister thought it necessary to bring the entire department under surveillance. Installation of IP cameras from CAPD store Warehouse, Jammu is new policy.
It is good that all stores and all trucks moving grains and material will be under electronic eye connected centrally with the mobile phone of the Minister. This will keep the Minister and other senior officers of the Department apprised of the position of stocks at any storehouse at any time. The purpose is to plug pilferage of ration. There are so many complaints of pilferage of stocks without getting discovered. Even the Government has become helpless in monitoring how and where pilferages take place. With the IP device installed it will become easy to monitor movement of grains. The mechanism has been evolved according to which full record of the stocks and supplies and balances etc. will be maintained.
We appreciate the decision of the Minister to introduce a novel system of monitoring the supply and distribution of ration. We are also hopeful that it will work. However, we are tempted to say a word of caution. The tradition in our State is that new schemes are announced with great fanfare and the tempo is lost within few weeks and then the old story is repeated. This should not happen in the case of IP installations because those who are used to theft and pilferage will not allow the Government to impose such measures as would deny them the opportunity of committing theft. The CPAD has to be careful about it.
