HC surprised over lack of MP for Gulmarg

SRINAGAR, Aug 24: Expressing surprise over hearing that Gulmarg does not have Master Plan (MP), the High Court today sought information from the authorities about land granted to private persons on lease.
The Division Bench of Chief Justice Gita Mittal and Justice Alok Aradhe hearing an application sought details and particulars of land with exact boundaries, which have been leased out to private persons in Gulmarg.
The direction followed when Court was informed that despite various directions Government is not finalizing the Master Plan for Gulmarg till date. Court, as such, directed the GDA to prepare and place the status report about particulars and details of land with exact boundaries leased out to private persons.
Court has also directed for information with regard to the period of the leases and the details of the persons who are continuing to occupy the lease licenses.
During the proceedings of the case, attention of the Court was drawn to its order passed on February 27 this year wherein Court had taken strong note on delay in preparing and finalizing the Master Plan for the resort.
“…If any positive decision is not taken and status report not filed on the next date, the Bench will be constrained to call for personal appearance of all the concerned who have delayed the process”, the DB had recorded in the order of February 27.
It was way back five years, the direction was issued regarding preparation and finalization of Master plan and till date same has not fructified. Public Interest Litigation, court said, has an object to redress the grievances of the general public and to advance the cause of the public but execution lies in the hands of Government agencies.
