HC issues notice, seeks status of representation

JAMMU, Oct 1: As State Government has failed to act on a representation seeking withdrawal of undue security umbrella to Kewal Kumar Sharma, Forest Guard-cum-Additional PRO of Deputy Chief Minister, High Court today issued notice to the respondents with the direction to file status of the representation filed by the petitioner.
The petitioner Prof S K Bhalla, in a representation to the Chief Minister, Omar Abdullah, had sought immediate withdrawal of security cover of Kewal Kumar Sharma and probe into his ill-gotten assets.
The ground behind this representation was that Additional PRO of Deputy Chief Minister has let loose a reign of terror amongst the employees of the Education Department as virtually he was running the entire affairs of the department.
The petitioner had also brought to the notice of the Chief Minister that without any threat perception and recommendations of the Security Review Committee the Additional PRO has been provided security umbrella both personal and residential which has further raised the stature of Forest Guard which he doesn’t deserve.
According to the petitioner, Kewal Sharma does not discharge any duty in the Forest Department and can be usually seen in various offices of School Education Department including the Directorate of School Education in order to get promotions/transfers and modifications effected on extraneous consideration.
After hearing Advocate Sheikh Shakeel Ahmed for the petitioner, Justice Tashi Rabstan issued notice to Commissioners Secretaries of Home, GAD and Forest Departments, Principal Secretary to Chief Minister, PCCF, DGP, ADG Security, IGP CID, Deputy Commissioner Jammu, SSP Jammu, SSP Security and Kewal Kumar Sharma returnable within two weeks.
“The respondents are directed to file status of the representation dated August 23, 2014 filed by the petitioner”, Justice Rabstan said.
