HC directs for solid waste management at tourist places

Srinagar, Apr 23:  High Court today directed the Government to issue suitable instructions for effective Solid Waste Management Rules at all tourist places and report the court.
Referring the directions already passed in Jammu Wing, the Division Bench of Acting Chief Justice Ramalingam Sudhakar and Justice Tashi Rabstan directed the Chief Secretary to call upon all the authorities for Solid Waste Management Rules at all the tourist resorts and report the court on next date.
The court was hearing PIL on protection and preservation of environs of Phalgam and put hope on Government that the steps be taken for solid waste management besides Phalgam Development Authority and other department like Gulmarg Development Authority, Sonmarg Development Authority, Yousmarg Development Authority so that the paradise is restored to its original beauty.
Court said the likewise directions were already issued at Jammu wing of High Court wherein Government was directed to ensure that SWM is taken in the entire State.
Court has also directed for planting of 7500 different kinds of plants in and around Phalagam resort with a period of one month and sought photographic evidence on this aspect on next date. With regard to preparation of ‘Solid Waste Management Plan’ for Phalgam, court was informed that there are some deficiencies which need to be taken care of. In this connection court was informed that Phalgam Municipal Committee, Amarnath Shrine Board, Phalgam Development Authority and Pollution Control Board are going to make joint review to prepare action plan and thereafter action plan for solid waste management be put in place. Court directed that same be indicated in next status report.
Court, however, has been apprised by one of the officials of PDA that the machinery for SWM has been installed and the same be made functional on April 25.
As regards to demarcation, identification and superimposition of areas which are coming under the jurisdiction of PDA, Court has been informed that the same has been prepared by the CTP and has been forwarded to SDM Phalgam for verification and is now near to completion.
