HC directs sealing of coaching centres violating norms

Srinagar, Dec 13: High Court today directed the Divisional Commissioners of Kashmir and Jammu to seal the coaching centres that violate the rules and regulations.
The court sought complete list of all coaching centers operating throughout the State and directed if any coaching center is found operating in contravention of rules that shall be sealed.
The Division Bench of Justice Mohammad Yaqoob Mir and Justice Ali Mohammad Magrey has taken serious note of media reports and directed Director School Education Kashmir and Jammu to submit the list of all private coaching centers within four days.
Court also directed Divisional Commissioners of both the divisions to form a team of two officers for inspecting  the coaching centers and submit their inspection report on the facilities provided to the students.
Court also sought to know how and in what manner they are charging fee to the students and whether the applicable rules are being followed strictly or not. “The constituted committee shall submit its report on the next date”, Justice Mir and Justice Magrey directed.
Amicus to the PIL stated before the court that he is in the process of preparing complete report and sought week’s time for filing it and court granted him time for filing the report.
DB said that the private tuition centers are governed by J&K Regulation of Private Tuition Centres Rules of 2010 and time and again it was emphasized that the rules should be strictly adhered to but the authorities are not able to control these private tuition centres, that is why day in and day out news items appears in the newspapers highlighting the exploitation and non-adherence of the rules.
