JAMMU, Apr 12: A deputation of All J and K Graduate Engineers Association, Civil (all cadre) projected its burning issues before Commissioner/ Secretary, PHE/I&FC Department, Sourabh Bhaghat at Civil Secretariat here today.
During meeting with the Commissioner/ Secretary, a memorandum of burning issues of Graduate engineers was handed over to him for redressal. Threadbare and point-wise discussion was held on the issues which include release of running grades, regularisation/ confirmation of services of engineers at all levels from AE to Chief Engineer with one time relaxation on the basis of work & conduct certificate from HoDs duly countersigned by Administrative Secretaries keeping the issue of submission of years long APRs aside to clear the backlog, filling up of all the vacant posts from Assistant Engineer to Chief Engineer strictly as per J&K Engineering Gazetted Service Rules, rejection of proposal of frequent changing of Service Rules including qualifying Service bar, enhancing of fixed travelling allowance for JEs from Rs 30 to Rs 5000 per month and making a provision of FTA in the favour of Assistant Executive Engineers as Rs 7000 per month, creation of the post of Development Commissioner Works (Hydraulics) at par with PWD (R&B) & PDD, creation of New Circles, Divisions & Sub Divisions in newly created districts for expansion of the department, implementation of Supreme Court judgment for placement of Superintending Engineers in pay band- 4, review of Engineering cadre, settlement of in situ promotion cases in the favour of serving engineers as an interim relief at Chief Engineer level only as per past practice.
Bhagat had a patient hearing and gave full assurance to the Association that all the burning issues of Graduate engineers highlighted in the memorandum will be redressed at an earliest & favourable outcome will be seen soon as some projected issues have already been taken up with higher authorities.
