Govt sets up two Panels on IPS, civil officers

JAMMU, May 11: The State Government today constituted two high-level Comm-ittees for promotion of IPS officers to the grade of Director General of Police/ Additional Director of Police and Cadre Review of Civil officers/officials.
A Home Department order today announced constitution of Screening Committee of four officers headed by Chief Secretary BB Vyas as Chairman to consider promotion of IPS officers to the grade of Director General of Police/Additional Director of Police or equivalent posts.
Other officers of the Committee included AK Singh, Principal Chief Conservator of Forests, RK Goyal, Principal Secretary, Home and Dr SP Vaid, Director General of Police.
The Committee has been constituted in pursuance of Indian Police Service (Pay) Rules, 2007 as amended from time to time, read with IPS promotion guidelines and in supersession of Government Order No. 42-Home of 2017.
The Government today set up another high-level Committee for Cadre Review, which will be headed by Home Secretary Raj Kumar Goyal as the Chairman.
Four members of the Panel included Navin Choudhary, Commissioner/Secretary Finance, Anal Kumar Gupta, Commissioner/Secretary, ARI & Trainings Department, Khurshid Ahmad Shah, Commissioner/ Secretary, GAD and Abdul Majeed Bhat, Secretary, Department of Law, Justice and Parliamentary Affairs.
Subash Chhibber, Additional Secretary, GAD (Establishment) will be Member Secretary to the Committee.
An official order issued today by the GAD said the Committee has been tasked to review strength and composition of Jammu and Kashmir Secretariat (Subordinate) Service including Class-IB, J&K Secretariat (Gazetted) Services-I and II based upon and after taking into account critical examination of the demands of non-gazetted employees and Class-IV Unions.
The Panel will review strength and composition of J&K Economics and Statistics (Subordinate) Service, J&K Accounts (Subordinate) Service, J&K Legal (Subordinate) Service or any other related cadre.
The Government order said the Director General Economic and Statistics and Director Codes Finance Department will be the members to the Committee for purpose of review of the strength and composition of J&K Economics and Statistics (Subordinate) Service and J&K Accounts (Subordinate) Service respectively.
The Committee will be free to co-opt any officer in its deliberations and will complete the task and submit report within 45 days.
