Govt granting permission of works without tenders: NPP

JAMMU, Mar 13: Expres-sing grave concern over the submissive posturing of the Chief Minister succumbing to the pressure of the MLAs during the DDB meeting in Jammu for allowing the departmental execution of works without tenders, NPP chairman and former minister Harsh Dev Singh has described the decision as retrograde and unwarranted which would undoubtedly promote corruption in the Engineering Deptts already under scanner.
“It is ironical that on one hand State Vigilance Organis-ation (SVO) is booking the culprits for executing works without tenders and on the contrary, the MLAs are mounting pressures for allowing Departmental execution of works without observing codel formalities. Not only this, the BJP MLAs stand exposed for their hypocrisy as they unanimously demanded permission for execution of works departmentally during the DDB meeting in Jammu despite having themselves filed complaints to the SVO in the recent past for booking those who had executed works without tenders,” Singh told reporters here today.
Singh made a particular mention of the recent incident in which four senior most Engineers of R&B were booked and arrested on the complaint filed by a BJP MLA in his own name alleging execution of works without tenders.
Terming the approval of the Chief Minister for departmental execution of works up to Rs 3 lakh without tenders as reprobate, Singh said that it further violated the legal stipulations on the subject particularly the provisions laid down in the “Financial code”, “Book of Financial powers” and “Public works Accounts code”. He said that the Chief Minister buckling under the pressure of MLAs had made an announcement which not only defied the legal position but was fraught with dangerous portends. He said that it amounted to a license to the corrupt elements to bifurcate the works into denominations of less than Rs 3 lakhs and execute them departmentally, an aspect which the Chief Minister probably could not perceive or visualize.
Making a particular mention of some of the works, executed in Ramnagar constituency, Mr Singh said that several crores of rupees had been siphoned in the construction of Damak Bridge, Ramnagar Dudu road, Kirmoo-Chountra Mata road, Ramnagar-Badhole executed without tenders but none took cognizance in view of the patronage enjoyed by the offenders owing allegiance to ruling BJP party.
