Govt allows ongoing works under MLAs’ CDF to continue

JAMMU, July 6: The Government today came out with detailed guidelines on Constituency Development Fund (CDF) of the MLAs as some of the political parties had called upon the Governor to suspend its use as the Assembly has been kept under suspended animation.
Though the Government said that the works already under execution or approved through the CDF before imposition of Governor’s rule in Jammu and Kashmir will be executed and expedited, it was silent on whether the MLAs can approve more works under the CDF or not when the Assembly was under suspended animation.
An official order issued by the Planning, Development and Monitoring Department (PD&MD) today said following imposition of Governor’s rule in the State, clarifications have been sought by various quarters about applicability of the CDF guidelines.
“The execution of all ongoing works (under the CDF) will continue and completed as per the fixed time lines and payments released to the executing agencies thereafter,” the Planning Department order said.
It added that proposal in respect of which either administrative approval has been accorded or detailed estimates have been prepared but the work has not so far commenced will also be executed expeditiously, after accord of administrative approval wherever required and fulfillment of prescribed formalities.
“However, under the extant guidelines of the Constituency Development Scheme for legislators in the State, such works as were identified prior to the placement of the State under the Governor’s Rule but wherein estimates for the work have not so far been prepared or authorized shall also be considered for grant of approval by the designated authorities and executed timely by the concerned executing agency,” the Government order said.
It added that detailed guidelines related to the decisions have been issued for strict adherence to all DDCs, who have been further advised to personally monitor the pace and execution of all works and ensure their completion without any cost or time over runs in the larger public interest.
For this purpose, DDCs will intensify their field visits and public outreach programmes, the Government order said.
It added that at the Secretariat level, the Planning Development & Monitoring Department will undertake regular review of these works including their physical checking on ground, and furnish report to the Governor.
However, as there was no word in the Government order as to whether the MLAs can use their CDF when the Assembly was under suspended animation, the analysts believed that the MLAs were not entitled to use the CDF presently.
