Goswami likely to be Union Home Secy

Jammu, Apr 25: Prime Minister, Dr Manmohan Singh is likely to clear the appointment of Anil Goswami as the next Union Home Secretary.
Top official sources said, “the 1978 batch IAS officer of J&K cadre will take over as Officer on Special Duty (OSD) in the Ministry of Home Affairs prior to his taking over as Home Secretary. He would be replacing R K Singh, 1975 batch IAS official from Bihar, whose two year stint comes to an end this June”.
It has been a practice in the Home Ministry to appoint the Home Secretary-designate first as OSD in the Ministry as an aide to the incumbent for the sake of administrative convenience, considering the sensitive nature of work of this top key post.
The Government of India had shortlisted the names of three senior officers for the post of Union Home Secretary, which falls vacant when present incumbent R K Singh retires on June 30. Those shortlisted included Social Justice and Empowerment Secretary Anil Goswami, Steel Secretary Dileep Raj S Chaudhary and Personnel Secretary, Pradeep Kumar Misra.
“However, finally the choice had to be made up between Steel Secretary D R S Chaudhary and Social Justice Secretary Anil Goswami for the post of new Union Home Secretary”, sources asserted.
“While Mr Chaudhary is a 1977 batch IAS officer of Madhya Pradesh cadre and is a batch senior to Goswami, two senior Union Ministers hailing from Jammu and Kashmir are strongly pleading the case of Mr. Goswami”, sources said adding, “Union Health Minister, Ghulam Nabi Azad and his Cabinet colleague Dr. Farooq Abdullah, Minister of New and Renewable Energy have been strongly pursuing his case as MHA has great role in various policy matters pertaining to Jammu and Kashmir State”.
Chaudhary had served in the Home Ministry as Additional Secretary (Naxal management) and also as Special Secretary before moving to Ministry of Steel, while Goswami served as Additional Secretary (Foreigners) in the North Block.
Sources stated that Goswami, when appointed would be the first officer from the Jammu and Kashmir cadre to be selected for the post.
Anil Goswami is presently serving as Secretary, Department of Social Justice & Empowerment. Prior to this, Mr Goswami was Special Secretary (Foreigners) in the Ministry of Home Affairs and had also served as Additional Secretary in the same Ministry.
Mr Goswami had served at several important positions in the State before proceeding to his Central deputation including Principal Secretary Industries, Financial Commissioner Revenue; Principal Secretary Home, Principal Secretary to Chief Minister, CEO Shri Mata Vaishno Devi Shrine Board and Divisional Commissioner, Jammu.
As Union Special Secretary, Ministry of Home Affairs (MHA), Anil Goswami on June 14, 2012 had visited Jammu Police Headquarters (PHQ) and took a high level review of the issues concerning Jammu and Kashmir Police and other security forces operating in the State.
Several IAS officers of J&K cadre are at present holding important positions at Centre and they included Parvez Dewan (Secretary, Union Ministry of Tourism), Madhav Lal (Secretary MSME Ministry), Pankaj Jain (Secretary, Ministry of Drinking Water and Sanitation), P G Dhar Chakraborty (Advisor, Inter-State Council, MHA), Ashok Kumar Angurana (Additional Secretary, Union Ministry of Panchayati Raj), Khurshid Ahmed Ganai (Additional Secretary, Ministry of Home Affairs), Pramod Kumar Jain (Joint Secretary, Ministry of Culture), Rakesh Kumar Gupta (Additional Secretary in the UPSC), Lokesh Dutt Jha (Joint Secretary, Ministry of Home Affairs), Pradip Kumar Tripathi (Advisor and Joint Secretary, National Institute of Disaster Management), Sundeep Kumar Nayak (Joint Secretary, Ministry of Women and Child Development), Ashok Kumar Parmar (Director, Department of Health and Family Welfare, Government of India), Dheeraj Gupta (Director in the PMO), Rohit Kansal (Private Secretary to Ministry for New and Renewable Source of Energy), and Mandeep Kaur (Additional Private Secretary with Union Minister for Health and Family Welfare).
