SRINAGAR, Sept 24: A Defence Financial Management Course (DFMC) for Army officers and IDAS officers was inaugurated by Lt Gen AK Bhatt, GOC 15 Corps on Monday at Srinagar Military Station.
The five-day programme is being organised at Headquarters 15 Corps from Sept 24-28 under the aegis of DR Negi, IDAS, Principal Controller of Defence Accounts (PCDA), Northern Command.
Speaking on the occasion, Negi informed the gathering that the syllabus of the DFMC, which is being attended by about 57 Army officers and two IDAS officers has been upgraded and modified over the years as per the current requirements of the Army. He informed the participants about the availability of the most experienced faculty of the Defence Accounts Department and Army for the course and hoped that maximum benefits would be incurred by all the participants to imbibe the mechanics of the financial management, to become efficient financial managers and provide maximum benefits to the organisation by streamlining procedures for all types of public funds at the disposal of Indian Army.
The GOC in his address, thanked the PCDA(NC) for organising the course and outlined that better financial managements is the mantra to provisioning of all requirements be it operational, administrative or routine activity for the Army. He highlighted the various changes which have been incorporated in the financial management domain with the advent of Delegation of Financial Powers to Defence Services (DFPDS 2016), General Financial Rules (GFR 2017), Government-e-Market Place (GeM) and more recently Goods and Service Tax (GST).
He stressed that tax payers money is very scarce resource available and is to be correctly utilised by keeping in mind the requirements and ensuring canons of financial propriety. It is of utmost importance to correctly and efficaciously utilise this to help keep the Army operationally and functionally efficient.
In view of the recent impetus being provided to financial management, he brought out that knowledge in the financial domain assumes special significance and expected all officers to keep abreast with the latest rules and regulations to carry out all procurements in a transparent, effective and efficient manner.
