JAMMU, Jan 14:  Chief Electoral Officer (CEO) Shantmanu today released electoral rolls of Jammu and Kashmir after four-month long exercise undertaken by the Department for summary revision.
Shantmanu told the Excelsior that a total of 1,95,717 new voters were added to electoral rolls of Jammu and Kashmir during the summary revision. At the same time, he said, 98,328 votes were deleted, who included the electorates, who have died during the period or were double registered.
“The electoral rolls have been updated by around 3 lakh. While 1,95,717 new voters have been added, 98.328 have been deleted,’’ the CEO said, adding the electoral rolls have been “pured’’.
Among the most significant factors that have been noticed during the summary revision were the women surpassing the men in new voters.
Shantmanu said out of 1,95,717 new voters registered in the lists across the State, there were 1,08,677 females and 87,040 males. With 98,328 deletions, the total number of voters has reached 74,53,339. However, if 58,472 service voters are also taken into account, the total electorates of the State would be 75,11,811.
Significantly, the gender ratio has also gone up to 909 in the electoral rolls. In Jammu and Kashmir census, the gender ratio was 889.
“There has been significant improvement in gender ratio. The women have come forward in enrolment as the voters. It was because of this that more women voters have been registered this time as against the men,’’ the CEO said.
Shantmanu said the  percentage of photographs in the Photo Electoral Roll (PER) has also increased from 95 to 95.83. He said that there has been net increase of 1.32% of voters above the Draft Roll-2017 which is much higher as compared to 0.83% increase during Summary Revision-2016.
While appreciating the commendable  job done by the  election machinery of the State involved in Special Summary Revision -2017, Shantmanu said it is due to their tireless efforts that  total  number of electors has  reached 75,11,811 which include 74,53,339 general  voters and 58472 service voters.  Shantmanu also welcomed newly enrolled electors and thanked all who participated in registrations, correction & transposition in the electoral rolls despite prevailing unrest in the Kashmir valley and cross-border firing in the border districts of the State during the period of enrolment.
Stressing the need to focus on enrollment of  new voters especially   youth, Shantmanu said that the online  process  of enrolment has been streamlined and simplified so that  about 11 lakh voters falling in the age group of 18-30 years  also get enrolled.
It is pertinent to mention here that in Jammu division Ramban district recorded highest additions of 4.90% and in Kashmir Division Kargil recorded 3.087% increase over draft electors. Similarly Kishtwar district in Jammu Division and Kargil District in Kashmir Division recorded highest number of deletions of 2.32% and 2.12% over draft electors respectively.
The Special Summary Revision of Electoral Roll in J&K began with the draft publication of photo electoral roll of Jammu division including Leh & Kargil districts on 30.09.2016 and for Kashmir division on 31.10.2016 and 1.01.2017 as a qualifying date.
