GAD asks IAS officers to adopt online filing of IPRs, PAR

JAMMU, Jan 28: The  General Administration Department   has once again informed the All India Service Officers, working in connection with the affairs of the J&K State Government, to  adopt online filing of their Immovable Property Returns (IPRs) and Performance Appraisal Report, using SPARROW.
Instructions in this regard were already issued by the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, Government of India, which had advised Chief Secretaries of all the State Government and Administrators of the Union Territories on the subject.
It was noted that because of because of submission of hard copies of  IPRs, certain problems like IPR getting lost in transition, not uploaded ante-dating etc, were being faced.
To enable the officer to file the return online, the navigation tab for IPR Module has been provided in the menu on Home Page of SPARROW. Since the application would be available in the SPARROW itself, no separate user ID and password would be required once the officer accesses SPARROW by using his existing user ID and password.
After filing the return online, the officer would have to authenticate it by using the Digital Signature (DSC), already issued to him under SPARROW or through eSign as the IPR module has been eSign-enabled.

Has also been provided to enable the officer to scan and upload the IPR in case he/she does not have a DSC/eSign or is not able to use his DSC for any reason.
A ‘User Manual-IPR’ to facilitate filling up the forms has been provided in the help menu on the Home page of SPARROW. In case of any difficulty, the officer can send an e-mail at support-sparrow@nic.in.
To make usage of SPARROW more user-friendly, an alternative to DSC in the form of e-Sign for authenticating the document, including PAR, has been made operation in SPARROW application of IAS officers.
eSign is an online service providing secure signing of electronic documents, wherein any Aadhaar car holder can digitally sign an electronic document through OTP based authentication. For OTP based authentication, the mobile number of the user should be registered with Aadhar number.
