Fraud in even flood relief

Revenue Department and its concerned officials remaining otherwise already in the news for various “accomplishments” are alleged to have made bungling in the distribution of flood relief money too by making disbursements even to those who were not entitled. The State High Court has recently sought response from the Government on a suo- motu cognizance of the allegation. The case pertains to disbursement of the Government money by the Revenue officials in 2014 in Pahalgam Kashmir to those persons who were not at all entitled for the flood relief.
The Division Bench comprising Justice Ali Mohamad Magrey and Justice Sanjeev Kumar granted three weeks to State counsel to file the response while beneficiaries too have appointed the counsel who too has been asked to submit the reply by the next date. The court order significantly asked as to what course of action needed to be taken to retrieve the Government money disbursed to persons not entitled thereto whether under the orders of the civil Court or otherwise. The court also wanted to “know” the accused in the matter. Since the matter involved huge money of the State exchequer, why should not the same be referred to the CBI for a thorough investigation, is what the court wanted to know.
We feel that in such cases , the Government should make good the loss of such a massive loot of the public money by unscrupulous employees, besides other punishment awarded by the court, by deductions from their salaries and whatever deposits are there with the Government pertaining to employees as a deterrent measure against committing frauds.
