Frame NDPSA Rules

Is the growing menace of the use of trading in and dealing in other ways drugs and other narcotic substances in the State not fairly known to the State Administration that despite very serious view taken by the State High Court, no efforts have been made in respect of framing the requisite Rules under Narcotic Drugs and Psychotropic Substances (NDPS) Act 1985 which otherwise are imperative to achieve objectives under the legislation.
We fail to understand as to what keeps the Government away from framing Rules and acting upon a definite and well planned Action Plan towards fighting the intensity and the spread of the scourge which is nothing but slow poisoning of the users who unfortunately comprise the young people who are the future of this country. Drugs de- addiction centres are urgently required to be opened with all infrastructural support in different parts of the State to provide treatment and counselling to the stage of full recovery to the increasing number of youth enticed to the consumption of the slow poison and for ensuring strict adherence to the Standard Operating Procedure ( SOP) prepared last year by the Home Department.
We urge the concerned authorities to take an urgent call in the sensitive matter and thus feel increasingly under an obligation, now to act fast following severe criticism from various quarters as also numerous directions from the State High Court in respect of wilful reluctance towards and dilly dallying tactics in framing the Rules under the Act.
