Former Cabinet ignored H&ME proposal

SRINAGAR, Dec 27: The former State Cabinet last year ignored the proposal of Health and Medical Education Department for appointment of senior most Professor as Principal of Government Medical College Srinagar and instead appointed junior most as Professor.
This was revealed in an affidavit filed before the High Court by the Commissioner/ Secretary General Administration Department, Hilal Ahmad Parray.
The former Cabinet while appointing the junior most Professor as GMC Principal did not return the proposal, as an agenda item, back to the Health and Medical Education Department for requisition of service records of all eligible Professors in the zone of consideration.
“…the Proposal as an agenda item was placed before the State Cabinet on 28-04-2017 and the Cabinet vide Decision No: 50/04/2017 dated 28-04-2017 approved the appointment of Dr. Saima Rashid as Principal, GMC, Srinagar. It is however, respectfully submitted that the Cabinet did not return the proposal, as an agenda item, back to the Health and Medical Education Department for requisition of service records of all eligible Professors in the zone of consideration”, read the affidavit.
“…in the terms of J&K Medical Education (Gazetted) Service Principal, Govt. Medical College, Srinagar (GMC) has to be selected from amongst the Professors having a requisite qualification (post-graduation in the speciality), with a minimum of 10 years of teaching experience as Professor/Associate Professor in GMC with at least 05 years of experience”, read the affidavit.
“…committee (Selection) in its 1st meeting held on 15-09-2016 had considered the eligible panel of 5 Professors (Dr. Javed Choudary, Dr Qaisar Ahmad, Dr Shoukat Jeelani, Dr Perwaiz Ahmad Shah and Dr. Saima Rashid) placed before it by the Health and Medical Education Department for consideration of one of them for appointment as Principal, Government Medical College, Srinagar”, read the affidavit.
The Selection Committee held under the chairmanship of Chief Secretary (30-11-2016) recommended the name of Dr. Javed Choudary, Professor, Pediatrics for appointment as Principal, Government Medical College, Srinagar.
” The committee assessed the service record of the Professors in the zone of consideration and on the basis of assessment of their service record, performance, comparative merit as reflected in their APRs and other eligibility… Based on this committee recommended Dr. Javed Choudary, Professor, Pediatrics for appointment as Principal, Government Medical College, Srinagar”, read the affidavit.
“…the Health and Medical Education Department submitted the proposal for the appointment of principal, Medical College, Srinagar consistent with the recommendation of the establishment -cum-selection committee vide their U.O No. ME/Gaz/249/2004-II dated 20-12-2016 for placement/approval before the state cabinet”, read the affidavit.
Dr Choudary had challenged the appointment of Dr Saima Rashid and the High Court has listed the case on December 31 for orders after several adjournments sought by the counsels of the GMC Principal.
