JAMMU, Aug 18: On the call of Coordination Committee Jammu Kashmir Ladakh All Department Clerical Staff Association Jammu Province, the J&K Forest Ministerial Staff Association has decided to observe one day mass casual leave on August 20 as a mark of protest. This was stated by Sukhbir Singh, president of the J&K Forest Ministerial Staff Association while addressing the meeting of the Association here, today. He said justice has not been done with the clerical cadre while issuing SRO 333 of August 2nd 2018 and the demands with regard to removal of pay anomalies which were projected by the Association since decades which were also agreed and accepted by the Government in the shape of agreements.
Sukhbir said the move of administration by taking a decision on pay anomalies of clerical cadre is appreciable but there was need to review as the pay disparities were created by the successive State Governments and  the other employees like, patwaries, teachers, accounts assistant/accountant, veterinary assistants, wool shearers, shepherds, stock assistants, extension assistants, flock inspectors, flock supervisor and other cadres who were working at par with Junior Assistant, senior assistant and head assistant up to 1996, are upgraded  and pay anomalies of these cadres  were removed by given notionally benefits w.e.f. 01-01-1996 and monetary benefits w.e.f 19-02-2003 but the  clerical cadre were  ignored.
He also added that the clerical cadre being backbone of the State administration  are working with full integrity and dedication by performing multiple tasks and are under mental and physical stress as they remain at the disposal of the officers not only during office hours, but beyond working hours. Unfortunately, their contribution has been always ignored and genuine issues of clerical cadre have been sidelined and they have been treated as bonded labourers by given step motherly treatment.
The employees appealed to the State Government to reconsider the SRO 333 and implement the principally agreed demands of clerical cadre by granting the pay scale pay scale of Rs. 4000-6000 to junior assistants, Rs.4500-7000 to senior assistants, and Rs 5500-9000 to head assistants notionally w.e.f. 01-01-1996 and monetary w.e.f 19-02-2003 as has already been granting in favour of other cadres.
