Fate of 23 developmental works in Jammu distt hanging in balance for want of funds

Rs 50 cr additionality announced by Guv suffice only for few projects

Rs 121 cr more required for completion of all works

JAMMU, Sept 3: Fate of 23 major developmental works in different parts of Jammu district is hanging in balance during the past quite long time for want of sufficient funds and Rs 50 crore additionality announced by the Governor in the recent past is not sufficient for bringing these works to completion.
Official sources told EXCELSIOR that during an exhaustive exercise conducted by the Jammu district administration a total of 23 developmental works have been identified whose fate is hanging in balance for want of sufficient funds.
“These works relating to different key sectors are at various stages of construction and unless sufficient funds are made available no time-frame can be specified for their completion”, they said, adding “some of these projects are even nearing completion but at present work stands stalled for want of financial assistance from the Government”.
They further said, “no doubt, as directed by the then Governor N N Vohra while chairing District Development Board meeting on July 26, Rs 50 crore additionality has been made available but this amount is suffice for completion of only few projects, which are being identified by the administration in consultation with the concerned departments”.
It is pertinent to mention here that against an availability of Rs 169.75 crore, an expenditure of Rs 168.68 crore was made in the district resulting in the blacktopping of over 564 km of roads, completion of over 50 water supply schemes, 10 buildings of different departments and 7,383 rural works etc.
For the completion of these 23 works an amount of Rs 171 crore is required against which Rs 50 crore has been made available as additional funds by the Government. “Still an amount of Rs 121 crore is required for bringing all these works to completion as such it is difficult to specify any time-frame for providing benefits of these developmental projects to the people”, sources said.
“While some of the works have already missed the deadlines for their completion others are all set to jump the time-frame in the near future”, they said, adding “there are also some projects in the list of 23 which could not take off as funds have not been made available to the concerned departments”.
Some of the major projects whose fate is hanging in balance are Mini-Secretariat Complex at Akhnoor and R S Pura for which an amount of Rs 690 lakh and Rs 203 lakh respectively is required.
Similarly, an amount of Rs 23.26 lakh is required for completion of Health Sub Centre at Dhana Dhanu Chowki Chora, Rs 20.64 lakh for Health Sub Centre at Balla, Chowki Chora, Rs 4000 lakh for construction of Animal and Sheep Husbandry Complex due to airport expansion, Rs 274 lakh for restoration/improvement of drainage network at Panama Chowk and Rs 265 lakh for construction of drainage network of RRL Jammu.
Moreover, an amount of Rs 464 lakh is required for completion of Landoi Choi Nullah at Jammu Airport, Rs 211 lakh for buffer stock of pumping motors for Public Health Engineering Department, Rs 70 lakh for plugging of critical gaps of River Tawi, Rs 200 lakh for creation of power transformer bank and repair of transformers, Rs 399 lakh for improvement of water supply from Boria, Narwal etc, Rs 145 lakh for providing additional 20 lakh gallon water per day from Sitlee to Manda, Rs 6000 lakh for black topping of urban and rural roads, Rs 974.53 lakh for completion of 12 pending schemes of Power Development Department, Rs 471 lakh for alternate water supply scheme to save Surinsar lake etc.
Likewise, an amount of Rs 150 lakh is required for replacement of machinery and transformers of 30 irrigation tube wells and Rs 1011 lakh for construction, restoration and improvement of four nullahs at Bathindi, Main Bazar Nagrota, Ghou Manhasa and Khour.
