ETT scam

Sometimes back authorities had discovered serious irregularities in the admission of students to elementary training colleges, scale and system of fees charged, faculties available and many other related matters. This issue has been before the High Court for consideration.   High Court has expressed serious concern over Crime Branch not acting upon its directions in multi-crore Elementary Teachers Training (ETT) Colleges scam and directed personal appearance of SSPs of Crime Branch. The court feels that its directions are violated and as such, the SSPs  of Crime Branch have been asked to be personally present in the court when the next hearing of the case comes up. The court is not satisfied with the report of the Inspector General Police Crime Branch in this context and secondly, is unhappy that the investigation is going on at a snail’s pace. The court has observed that when a crime is detected it become imperative to bring the law of the land into motion so that law and order and peace and security in the State are assured.
We are surprised that the Crime Branch is handling this case with kid-gloves. There are many wild allegations against the involved persons and these allegations need to be proved or disproved through proper, intensive and rapid inquiry. If the Crime Branch is soft pedalling on the matter, there smells rat in the entire affair. In the previous hearing of the case, the Court had directed for constitution of committee to harmonize the act and rules and submit the necessary recommendation for amendments fortnightly with the registry of the court.
Court said the compliance report shows that the committee has been constituted and it met on September 18 but no substantial decision was taken by the committee on that date. However, the Commissioner Secretary of School Education Department in his previous status report had stated that meeting was held on August 8 and in the meeting various issues were deliberated upon including amendment in rules, registration procedure, post registering monitoring mechanism, periodical inspections, ensuring proper functioning of the institutions, fee mechanism adopted by the ETT institutes, who have committed irregularities and illegalities. This may be so and that is in line with the orders of the court, but what is required is action on the ground. Discussion has to be translated into practice. That is precisely what the court wants. It will be reminded that prospective candidates are lured into paying huge amount, ranging from Rs.45,000 to Rs. 80,000  each student, by the authorities of the ETT colleges across the State for admission. This and other related matters are very disturbing because most of those seem arbitrary and oppressive. We would like to appeal the Crime Branch to understand social implications of luring innocent and poor students into paying hefty amounts for admission without any convincing rationale. It must perform its duty honestly and with dedication and realize its social responsibility.
