Education Deptt to assess distance mode degrees through written test

JAMMU, Feb 17: The School Education Department has introduced written test to assess the quality of degree acquired through distance mode by in-service candidates prior to their promotion as Master/Lecturer.
The relevant test for PG degree  shall be conducted by J&K  Public Service Commission while the J&K Board of School Education shall conduct the written test for Graduate/B Ed degrees.
A formal order in this regard was issued today by Shaleen Kabra, the Principal Secretary, School Education Department.
It may be recalled that a High-Powered Committee was constituted, vide Government Order No 442-GAD of2011 dated 13.04.2011, read with Government Order NP 58-GAD of  2011 dated 13.05.2011, to examine the issue of validity of degrees obtained through  distance mode. The recommendations of the Committee, after its approval by the State Cabinet, were  notified by the Higher Education Department vide Government Order No 252 HE of 2012  dated 30.05.2012. Elaborate guidelines were notified in the said Government order on the  issue of recognition of degrees obtained through distance mode. Further, Administrative  Departments were also directed to effect necessary amendments in the Recruitment Rules.
Whereas, as a sequel to the direction regarding amendment in rules providing  for a mandatory written test for direct recruitment posts, the School Education Department placed a proposal before the Standing Committee of ARl & Trainings. Department for
amendment in rules pertaining to direct recruitment of Lecturers. Subsequent! SR0-438 of  2015 was issued, making written test mandatory for all Gazetted posts-and reckoning of  marks obtained in the written test in the selection process.
Government Order No: 252-He of 2012, dated 30-05-2012, further notified  that Administrative Departments shall institute a mechanism for assessing  standard  of degree obtained through in-service mode, relevant clause.   For the purpose of granting promotions to the in-service candidates  on the basis of the additional qualifications acquired through distance mode of education after satisfying the procedural requirement and subject  to the fulfillment of the principles/conditions laid down,  the concerned  administrative departments or the authorities competent to place or  promote them in the next higher grades. shall put in place a mechanism as  they deem  fit  to assess the standards of the degrees so obtained in order to  treat them  equivalent to the e degrees awarded by the Universities through regular  mode  of  education. The said mechanism can be akin to the written test that  has been decided to be conducted by the recruiting agencies in respect  of eligible  aspirants to the advertised posts.
