Dr Jitendra asks State Govts to expedite IAS induction process

NEW DELHI, Sept 19: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh has asked the State Governments to expedite the process of IAS induction wherein, depending on the basis of the established criteria, the officers of State / Provincial Civil Services get an opportunity to be conferred IAS, with its accompanying emoluments and other privileges. He expressed disappointment that many a time, the Department of Personnel & Training (DoPT) found it difficult to move forward because of multiple litigations which resulted in undue and sometimes indefinite delay in the induction process.
Speaking to a group of Uttar Pradesh Provincial Civil Services officers who had approached him for help to overcome the delay in their induction into IAS, Dr Jitendra Singh disclosed that in their case too, the delay happened because of mutual litigations among the officers. However, he said, on its part, the DoPT invariably tries to plead before the Court to suggest some way out, which could help to overcome the delay and move ahead.
Ever since the Modi Government took over, Dr Jitendra Singh said, we have been proactively trying to ensure justice and timely elevation / promotion for every officer. He recalled that, on one occasion, about three years back, when the year was coming to an end and many of the Sate / Provincial Civil Services officers were about to retire without being conferred IAS, he had persuaded his colleagues in DoPT to work overnight to ensure that none of the prospective officers attained superannuation without being inducted into IAS.
Dr Jitendra Singh also called upon the State Governments to be prompt in carrying out the cadre review exercise, so that it is possible for the State to project new available vacancies, against which many a new young direct IAS officers could get an opportunity to be allocated the State cadre of their choice. He regretted that there were certain States where IAS Cadre review had not been conducted for more than five years, as a result of which, even some young IAS toppers hailing from these States, were not able to get the home-State cadre in spite of their preference.
Overall, Dr Jitendra Singh recalled that the DoPT embarked on a fast-track to clear the pending promotions in different cadres and services under its purview.
