JAMMU, Aug 13: Dr Zahid Gillani, Incharge Principal, Government Medical College Rajouri, who has remained in the news in the past as Incharge Principal of GMC Jammu, has created another controversy by issuing a controversial order in which he made many appointments including HoDs of GMC Rajouri.
In the order issued on August 12 by Dr Zahid Gillani, Dr Abdul Salam (Orthopaedics), in Associated Hospital (AH) of GMC Rajouri has been assigned the job of Coordinator for upgradation of District Hospital to Teaching Associated Hospital at GMC Rajouri, in addition to his own duties. As per the order, Dr Salam was also authorized to constitute a committee for upgradation of present Hospital to Teaching Hospital. Dr Gillani also made Dr Salam over all incharge of all disciplines in Associated Hospital.
He also appointed Dr Zubair Afzal (Senior Consultant Surgery, DH Rajouri) as Head of Surgery Department of GMC Rajouri & AH, Dr Vijay Gupta (Consultant ENT, DH Rajouri) as Head of ENT department of the College, Dr Satwanter Singh (Consultant Paediatrics, DH Rajouri) as Head of Paediatrics department, Dr Neeru Gupta (Consultant, Gynae & Obst, DH Rajouri) as Head of Gynae & Obst department and Dr Jamil-ul-Hussain (Consultant Medicine, DH Rajouri) as Head of Medicine department of the College.
Besides this, Dr Gillani appointed Dr Nafees Dar (Consultant Dentistry, DH Rajouri), as incharge of Dental Section, Dr Zulfiqar Ahmed (Consultant Pathology, DH Rajouri) as incharge of Pathology Department, Dr Bashir Khan (Junior Anaesthetist, DH Rajouri) as incharge of Anesthesia Department, Dr Bashir Ahmed Choudhary (Medical Officer, DH Rajouri) as CMO and RMO of the College, and Dr Mehmood Hussain (MS DH Rajouri) as overall guardian of Associated Hospital, GMC Rajouri.
“All the arrangements are on temporary basis to upgrade Associated Hospital to Teaching Hospital. All the designated will co-ordinate the activities relating various steps as may be necessary to set up GMC & AH Rajouri and will help Coordinator Dr Salam in establishing GMC & AH Rajouri as per MCI norms”, the order issued by Dr Zahid Gillani reads.
According to sources in Health & Medical Education Department, the order issued by Dr Zahid Gillani is completely illegal, as he is not the competent authority to make such appointments which can be made only by Public Service Commission or by Principal Secretary (under SRO 384 read with SRO 409) or a committee formed by the Government.
Moreover, the doctors to whom Dr Zahid Gillani has appointed, come under the purview of Directorate of Health Services and Dr Gillani, in no way, is entitled or authorized to make their appointments.
Pertinent to mention here that Dr Zahid Gillani was earlier sacked as Incharge Principal, GMC Jammu & Associated Hospital and sent back to his parent department as HoD. Moreover, he is already facing enquiry for making about 84 illegal appointments under SRO 384 in GMC Jammu & Associated Hospitals while heading the institution.
When contacted, Principal Secretary, Health & Medical Education Department, Dr Pawan Kotwal, said that Dr Zahid Gillani, in no way, is competent to issue such orders. “I have passed directions to Dr Zahid Gillani to withdraw the controversial order immediately”, he added.
