DPC clears NFS for JKPS, many Gazetted officers to benefit

JAMMU, July 28: The Government today approved Non Functional (Monetary) Scheme (NFS) for Jammu and Kashmir Police Services (JKPS) officers, which will benefit an estimated 500 Gazetted officers over a period of time. The scheme will be implemented notionally from January 1, 2018.
The Departmental Promotion Committee (DPC) of the Government headed by Chief Secretary BVR Subrahmanyam met in Srinagar this morning and cleared the Scheme. Principal Secretary Home, RK Goyal and the Director General of Police were two other members of the DPC.
Sources told the Excelsior that all JKPS officers of 1999 batch and remaining Gazetted officers prior that year up to 2008 batch officers will be immediate beneficiaries of the NFS. Rest of the officers, who have joined JKPS after 2008, will get benefited as they complete first 10 years of service.
An estimated 500 police officers in gazetted cadre including the DySPs, who were promoted from the rank of Inspector, will be beneficiary of the new Scheme, which was approved by the DPC today.
There was resentment among the JKPS officers earlier as their induction into the IPS has also been delayed for the past several years and some of them were working in the rank of SP/SSP since 2005.
As per the NFS, a Junior Scale JKPS officer in the pay band of Rs 9300-34800 with Grade Pay of Rs 4800 (substantive capacity) with 10 years of service in the Junior Scale of JKPS will be eligible for placement in the Time Scale (non-functional) of Rs 15600-39100 with grade pay of Rs 6600 (pre-revised), after assessment by the Selection Committee.
“A Time Scale JKPS officer with 4 years service in the Time Scale will be eligible for placement in the Selection Grade-II (non functional) of Rs.15600- 39100 with grade pay of Rs 7600/- (pre-revised), after assessment by the Selection Committee,” according to the NFS.
It further said that a Time Scale JKPS officer with eight years of service in Time Scale may be considered for placement in Selection Grade-I (non-functional) of Rs 37400- 67000 with Grade Pay of Rs 8700 (pre-revised) after assessment by the Selection Committee.
Selection Committee shall be a Committee under the chairmanship of the Chief Secretary and shall include Administrative Secretary, Home, DGP and Special Secretary/Additional Secretary, Home Department dealing with the subject as its Members.
“The Scheme shall be operative with effect from January 1, 2018. In case any officer under the NFS becomes eligible for placement in any of these scales from an earlier date/year, the benefit will be available to him on notional basis (for fixation of pay without payment of arrears on this account) and regularly with effect from April 1, 2018 subject to assessment by the Selection Committee,” according to the NFS.
“The Selection Committee will consider the cases relating to NFS in the first week of January and first week of July of a calendar year. Officers completing the requisite length of service from January 1 to June 30 will be entitled to monetary up-gradation with effect from July 1 of the relevant year and those completing the requisite length of service between the period 1st July to 31st December will be entitled to NFS with effect from 1st January in the following year,” as per the NFS.
The NFS in any of the above Scales will not be admissible to any officer who gets promotion to these scales on a regular basis before acquiring eligibility for placement in any of these nonfunctional scales.
Regular service for purpose of the NFS will commence from the date of first appointment to the Time Scale of JKPS either at Junior Scale or Time Scale or Selection Grade-II level of JKPS as the case may be.
