Distt Vigilance team raids BDO office Doongi, seizes record

RAJOURI, Aug 14: A joint team deputed by District Vigilance Officer raided BDO office Doongi  and seized record pertaining to  Dherrian Panchayat of CD block Doongi in  district Rajouri today.
Deputy Commissioner Rajo-uri,  Dr Shahid Iqbal Choudhary  said that action was taken after receiving specific complaint regarding bungling / irregularities  by  Panchayat members  and concerned  VLW/ Panchayat Secretary during last  four years in Dherrian Panchayat. The team of officers during day long inspection of records found glaring  irregularities  and indications of misappropriation, double drawl,  preparation of fake bills and wrongful management of  funds. In some instances,  different cash books were maintained for one account.
The vigilance team during raid/ inspection  seized entire records including contingent register, cash book, invoice pads, 14th FC grants, works files and other important documents pertaining to last 3-4 years. The team also made test check of works and found fraudulent drawl by Sarpanch  in connivance with the RDD field staff.
Vigilance team also examined and received signatures of  Ex-Sarpanch Mohd Reyaz , Ex-chairman Gyan Singh,  former Panchs – Som Raj, Nazir Hussain and Abdul Khaliq, VLW  Utish Ashok and Senior Assistant  Mohd Akbar.
It is pertinent to mention here that  under devolution of powers,  funds are directly provided to Panchayats for formulation and implementation of development plans through Gram Sabha. A team has been constituted by the Deputy Commissioner to scrutinize the entire record and inspect field works in wake of fraudulent and double drawls done by Sarpanch of Panchayat Halqa and misappropriation of funds in league with some RDD officials.
