Discrimination with employees

Sir,
On the basis of principle of natural justice and right to equality, the Government should have a uniform policy of recruitment and promotion for its employees. Throughout the years, it has been observed that “Might is Right” policy has been adopted in respect of some favourite categories of employees leading to bunch of pay anomalies. Again same thing is repeated when pay anomalies of only one cadre are settled while the others are waiting for committee after committee report for the last many years. The benefit of time bound promotion has not been extended to all Gazetted Categories of employees. The KAS and KPS officers come through one recruitment procedure but they have different steps in their time bound promotions leading to great resentment in KPS officers cadre. The scale of justice demands that there should be uniformity in steps of time bound promotion of all gazetted and non-gazetted employees because the Government is expected to extend equal treatment to its employees.
Even the recruitment is not uniform. Half pay rule was applied by Congress – NC Government and it created many problems such as these who got appointed by way of previous notification got full pay and those who got selected through Half Pay SRO at the same time got half way.
This arrangement created superior and inferior paid employees appointed on same date. Fearing defeat and severe criticism from all, the then Government regularised all appointed to get full pay. The BJP while in opposition was on the forefront to criticise half pay policy, but in power the BJP-PDP Government issued same SRO under new No. 202 of 2015 and repeated same mistake. Now again same thing is happening and different classes of employees have emerged. The 10+2 lecturer once Gazetted Officers have been totally discriminated through SRO-202 of 2015 while no other Gazetted cadre has been covered under this unjustified SRO. Some Departments are conducting DPC’s quickly while others are sleeping over DPC files.
