Despite DyCM’s order, agencies fail to probe audio clip

JAMMU, Apr 22: Though Deputy Chief Minister, Dr Nirmal Singh had announced a probe into the audio clip in which two people were heard talking about money collection purportedly in the name of Rassana victim, the security agencies are yet to take the cognizance of the same.
As the issue came up before the Deputy CM who also himself witnessed the audio forwarded the same to probe agencies for investigation but till date no cognizance of it has been taken.
When contacted Dr Nirmal Singh said that he had seen the audio clip himself and issued instructions to concerned agencies to probe the matter and apprehend the persons responsible for collecting huge money on the name of Rassana victim. He, however, said that he could not receive any feed back from the concerned agencies later as he was preoccupied with other assignments.
However, IG Crime and Railways Sayed Mujtaba told Excelsior that they have not received any instructions from any quarter in this regard and no such probe has been conducted by Crime Branch which is investigating the Rassana kidnapping and murder case of minor girl.
The people of Rassana village in particular and Hiranagar tehsil in general are demanding the probe into the alleged audio clip to reveal the facts as why some people were interested in collecting the money on the name of the victim and was not the murder a preplanned conspiracy of such elements to give it a communal turn and disturb the peaceful atmosphere in otherwise peaceful Jammu region.
Meanwhile, the fast unto death launched by Rassana and Hiranagar people at Kootah Morh entered the 23rd day today. The protesting people expressing their apprehensions against the Crime Branch (CB) investigation which they alleged was nothing except a concocted story, demanded a fair and transparent investigation into the matter so that the victim gets justice and no innocent person is harmed.
Sources said the surfacing of audio clip has also led to suspicion among the people who believe that a thorough probe into the matter may threw some light on the murder of minor girl and can unravel the facts about it. To remove the doubts of the masses, the investigating agencies should probe the matter without further delay, sources added.
Meanwhile, the controversy has also surfaced over the involvement of Vishal, son of Sanji Ram of Rassana in the murder of girl who is undergoing BSc Agriculture Course at Choudhary Charan Singh University Meerut (UP).
According to sources the probe conducted by the University authorities after the Crime Branch team from Jammu visited Meerut last month and arrested Vishal from there in connection with the case conducting the investigation whether Vishal was physically present in the examination conducted on January 9, 12, 15 and 29 or he had send a proxy candidate in his place.
Sources said the investigation conducted by the University authorities has revealed that Vishal had taken the examination on January 9,12,15 and 29. In all the answer sheets of Vishal one handwriting was found. Vishal as per sources had made signatures in the answer books and attendance sheet during the examination days in English and these signatures are also of one person, sources added.
This has revealed that only one candidate has attended all the examinations and there is no distortion in the answer books also, sources said, adding the SIT from Jammu has taken all the answer books of Vishal into its custody and given the Photostat copies of the same to University.
The marking of the paper was done on February 22 and on March 23 and all answer sheets of  Vishal were brought to Jammu by SIT.
Sources said if this is true, then how Vishal was in Kathua on January 11 and 12 when on the same day he was present in the Examination Hall as a single person can’t be present at two places at the same time. This has also raised some eyebrows over CB probe and to save its skin CB  has now sent the same for forensic probe to ascertain whether the handwriting in the answer sheets and attendance sheets during the examination days at University was really of Vishal or of a proxy candidate, sources added.
Sources said that CB is not ready to accept the same and it has framed the opinion that Vishal had placed a proxy candidate in his place in the examination hall so it has sent the papers for forensic test which can only bring facts to light.
