Deptts fail to redress grievances forwarded by CM Cell

Srinagar, Jan 20: Various  departments including the General Administration Department (GAD) have failed to redress the complaints lodged with the Chief Minister’s grievance cell and large number of them are pending with people desperately waiting for their redressal.
Deewan Chand and other villagers of Kathua district had filed a complaint (No 67355) with the CM’s grievance cell 10 months ago but still no headway has been made.
He and other villagers said that they are yet to get compensation for the land on which transmission towers were built almost a decade ago. They approached the grievance cell that they should help them in getting compensation of the land on which 8 transmission towers were built.
The CM’s grievance cell has given 14 reminders to the PDD so far but their grievance is yet to be redressed. The latest reminder to the PDD by the grievance cell sent on 09/01/2018 reads: “The compliant was forwarded to you for its redressal. However, the grievance is still unaddressed. I am directed to kindly request you to kindly redress the grievance at an earliest.”
One Mohammad Yasin had made a complaint (under No 67395) with the grievance cell in May last year.  In his complaint, he said that tribal areas in Pulwama district are neglected on developmental front. He lodged a complaint against Integrated Watershed Management Programme under which money has been spent but the tribal areas are neglected.
The complaint was first referred to the Director Rural Development and later (vide letter No.HCMJKGGCIWMP1672017 dated 24-10-2017) to the Chief Executive Officer Integrated Watershed Management Programme.
The complaint was disposed off on 10th January 2018 after eight months with the answer that the areas fall under forest. It took the department 8 months to give the answer to the complainant which normally should have taken 2 days.
Another complaint (No. 67404) filed by one Dr Mushtaq Ahmad in May this year is still unaddressed by the GAD despite 13 reminders.  The complaint has been lodged against the then Director Indian System of Medicines for his alleged involvement in scams in the department including the spurious drug scam.
The GAD has so for responded to the grievance cell twice with a reply Under Examination (13/06/2017) and Still Under Examination (20/06/2017).
Normally, the urgent complaints lodged with the grievance cell are to be settled by the Nodal Officers of the departments in two days and the important and the routine ones have to be addressed in 15 and 21 days respectively.
