Deptts continue to engage retd employees despite ban by Govt

JAMMU, Jan 20: Re-engagement of retired employees is going on unchecked in some departments despite imposition of ban by the Government.
This came to the fore from the written reply furnished by the Minister Incharge General Administration Department to the question of BJP MLA from R S Pura Dr Gagan Bhagat in the Legislative Assembly.
Vide Government Order No.384-GAD of 2015 dated March 17, 2015 all the re-employment and re-engagements in the Government departments, Public Sector Undertakings, Boards and Autonomous Bodies were terminated.
“At present there is no policy in vogue for re-engaging the retired employees. However, where the services or expertise of retired employees is required re-employment cases are considered”, the Government said.
As per the information, a retired Deputy Director Planning has been re-engaged as Consultant by the Revenue Department in J&K Land Records Management Agency, which is responsible for execution of Digital India Land Records Modernization Programme.
Interestingly, a retired Electrical Technician of Government Press Srinagar was re-employed on the ground that this post cannot be kept vacant for being very important for huge machinery in the press.
Similarly, an officer has been re-engaged as Consultant in the Planning, Development and Monitoring Department despite the fact that this department has huge manpower for handling any type of task.
The Finance Department has re-engaged nine officers of the rank of Chief Manager, Manager, Supervisor and Senior Assistant for uploading and updating data, which otherwise is not considered as a specialized task.
The Agriculture Production Department has engaged former Director Agriculture for effective implementation of a project approved by the Union Ministry of Environment, Forest and Climate Change thereby raising question mark on the performance of the serving officers in the department.
Even the General Administration Department has engaged seven retired Prosecuting Officers for anti-corruption courts instead of advertising the posts and conducting selection through proper procedure.
Science and Technology Department has engaged retired Tehsildar in Science and Technology Council in order to undertake land demarcation of the demonstration farm project at Handwara. This task, however, could have been conducted by getting any Tehsildar from Revenue Department on deputation.
The School Education Department has also engaged five retired Head Draftsmen under Sarva Shiksha Abhiyan and Rashtriya Madhyamik Shiksha Abhiyan without specifying any plausible reason.
