DB’s directive to Div Com, DC Kishtwar

JAMMU, Feb 27: Division Bench of the State High Court comprising Chief Justice N Paul Vasanthakumar and Justice Alok Aradhe today expressed displeasure over the non-implementation of the directions passed on May 27, 2016 regarding handing over of the entire Old Deputy Commissioner Office Complex Kishtwar to the judiciary as per the commitment made by the then Chief Minister to the deputation of Bar Association Kishtwar on December 27, 2011.
After hearing Advocate Sheikh Shakeel Ahmed with Advocate I A Hamal, President Bar Association Kishtwar, appearing for the petitioner whereas Senior AAG Seema Khajooria Shekhar appearing for Divisional Commissioner Jammu and Deputy Commissioner Kishtwar, the Division Bench rejected the contentions raised by Divisional Commissioner and Deputy Commissioner that seven offices are still working in the Old Deputy Commissioner Office Complex and only District Level Offices including the office of the DC Kishtwar have moved to the Mini Secretariat Kishtwar.
“There is nothing in the order dated May 27, 2016 with regard to the retention of the seven offices in the Old Deputy Commissioner Office Complex Kishtwar”, Chief Justice remarked in the open court.
After considering the submissions of both the sides, Division Bench rejected the stance of the Divisional Commissioner and directed both the officers present in the court to report compliance of the directions dated May 27, 2016 and also remain personally present on March 7.
