DB directs Commissioner Secy Planning to release funds

JAMMU, Sept 15: Division Bench of State High Court comprising Judge Virender Singh and Justice Muzaffar Hussain Attar disposed of two Public Interest Litigations (PILs) regarding establishment of two eye banks in the State with the direction to Commissioner Secretary Planning and Development Department to release the required funds to Health and Medical Education Department at the earliest.
The PILs were filed by Smile Social Youth Club of J&K and Advocates namely Rinku Sharma and Ajay Sharma.
After hearing Advocate Navneet Dubey and Advocate Rinku Sharma for the PILs whereas Deputy AG Neeru Goswami for the State respondents, the Division Bench observed, “in the affidavit, the Additional Secretary Health and Medical Education Department has submitted that sum of Rs 2.5 crore is required for establishment of one eye bank”, adding “it appears that Health and Medical Education Department is running short of funds to meet the requirement of establishing at least two eye banks in the State”.
“In view of the problems being faced by the patients in the absence of any eye-bank, it becomes imperative to issue direction to the Planning and Development Department for release of additional funds to the Health and Medical Education Department”, the DB said.
While disposing of both the PILs, the DB directed the Commissioner Secretary, Planning and Development Department to release the required funds to Health and Medical Education Department at the earliest in order to enable it to complete the project for establishing two eye banks—one each at Jammu and Srinagar by following the road map prepared in this regard”.
