Darbar Move

Sir,
Twice in a year , in our State, several crores of rupees are spent on the Darbar Move , and who is benefitted out of this huge un-productive expenditure? To my mind no one would like to answer this question in spite of the fact that “The question is very simple”.
Is it necessary to continue this old practice even in this age of digitalization ? Can we find out some workable solution to avoid this biannual move and save our State from this huge recurring loss ? This topic has come up many a time in the newspapers earlier also but I feel no one has taken this issue that seriously as it deserves.
Ours is a one State , and we are manning all the necessary establishments to run the administration in doubles . Can these double establishments be utilized in a very accommodating / economical manner that, at both the places, throughout the year, keep remain functioning, without physically moving the records and the majority of the man power , of course without compromising with the efficiency ? If need be , a very few personalities, without whose physical presence, the productive work is assessed to suffer, be permitted to visit both the places i.e. Srinagar and Jammu, thus reducing the expenditure to a lot.
If there is a will to do a thing, the ways are always available. I think, if an impartial decision is taken for changing the old practice of Darbar Move, very easily, we can get the success, without any inconvenience either to the public or to the administration.
I also submit that while taking this bold step and also to bear the manageable shock, we will have to get out of the politics of regionalism and purely for the benefit of the entire State, the suggested formula can be given a practical shape.
