NEW DELHI, Jan 27:  A delegation of Central University Non-Teaching employees today approached Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh for resumption of “festival allowance” which, according to them, they were receiving earlier but had got discontinued during the year 2015-16 and 2016-17.
The delegation led by Surjit Manhas, president, “Delhi University and College Karamchari Union (Regd.)” stated that that non-continuation of festival allowance had affected nearly 4 lakh employees of 44 Central Universities and autonomous bodies all over India, who were earlier getting this bonus/allowance on the occasion of festivals like Deepawali, Dusshera , Eid etc.
The members of the delegation also presented to the Minister, a memorandum wherein, it was pointed out that whenever in the past, the Govt of India passed an order for extension  of grant of “Non-Productivity Linked Bonus” to its employees, the order always automatically got implemented also for the Central Universities and autonomous bodies. However, it is for the first time that the order for the extension of the bonus issued for 2015-16 and 2016-17 was not implemented in case of employees of Central Universities and autonomous bodies.
The memorandum appealed to the Govt of India to take up their issue on priority so that the non-teaching employees of Central Universities could also get the same benefits as given by the Govt of India to its other employees. Being a salaried class, every such monetary benefit makes a lot of difference in their day to day life and living.
Dr Jitendra Singh gave a patient hearing to delegation and said that he will seek the views of concerned departments on the issue.
In addition to the president of the Union, the delegation consisted of K P Singh and  Amardeep Singh vice presidents, Kuldeep Singh and Dinesh Ratan joint secretaries, K S Rawat-treasure and others.
