CS stresses on expediting execution of projects under PMDP, capacity building of officers

SRINAGAR, Sept 19: Chief Secretary, B B Vyas today called on the Administrative Secretaries to ensure that funds placed at disposal of their departments are spent on time to take advantage of the early releases.
Chairing the meeting of the Committee of Secretaries (CoS) here, Chief Secretary observed that purpose of passing the Annual Budget, 2017-18 in January, 2017, was to avail the ‘early bird’ benefit and to provide impetus to the developmental initiatives. He asked the Administrative Secretaries to provide impetus to spending and ensure submission of Utilization Certificates (UCs) against the work done.
Chief Secretary reviewed the status of various works as part of the Prime Minister’s Development Programme (PMDP-2015) and Chief Minister’s commitments. He asked the Administrative Secretaries to speed up execution of projects under PMDP and identify the core areas which require immediate attention. He also impressed upon following the directions given by the Chief Minister during her tours.
Chief Secretary asked the Administrative Secretaries to undertake regular field visits to review the implementation and assess the impact of welfare programmes/schemes including inspection of PMGSY roads and other development works being executed in various forest divisions of the State.
While reviewing the implementation of J&K Public Services Guarantee Act (PSGA), Chief Secretary called for mass outreach through electronic and print media and organizing awareness camps for benefit of the general public. He asked the Administrative Secretaries to examine the possibility of further reducing the timelines in providing of services to the public under the PSGA as per the directions given by the Chief Minister in an earlier held conference of DCs/SPs.
He urged Administrative Secretaries to switch over to GeM Portal for procurement of Goods and Services and Public Financial Management System (PFMS) for fund management/tracking, e payment and DBT.
The Committee was informed that under the capacity building programme, officers are being sponsored for training in PFMS, GST and GeM. The Administrative Departments were requested to furnish names of officers to the Finance Department for their training in these fields depending upon their departmental requirement. Chief Secretary emphasized on capacity building of KAS officers to broaden their horizon and giving them exposure.
As regards early filling up of vacant posts through the designated recruiting agencies, Chief Secretary asked the Administrative Secretaries to liaise with the PSC/SSB for removal of bottlenecks, if any, in the recruitment process.
Chief Secretary also reviewed the status of disposal of public grievances, settlement of SRO 43-cases, , Aadhaar Enabled Bio-Metric Attendance System (AEBAS), cases relating to adhoc/consolidated/ contractual employees, abolition of interviews for junior level posts, disposal of pending departmental enquires, up-dation of departmental websites, web based file tracking system and pending court cases.
