CS fixes timelines for completion of works under AMRUT, JnNURM, Smart City Mission

JAMMU, Dec 13: Chief Secretary, B B Vyas today chaired the meeting of the State Level High Power Steering Committee (SHPSC) of AMRUT, JnNURM and the Smart City Mission.
Principal Secretary Finance, Principal Secretary to Chief Minister, Commissioner/Secretary H&UDD, Commissioner/Secretary, Forest, Ecology & Environment, Commissioner/Secretary, Transport, Divisional Commissioner, Jammu, CEO, Srinagar Smart City Limited (SSCL), CEO Jammu Smart City Limited (JSCL), Commissioner, JMC, Development Commissioner Works, CE, UEED, J&K, Director ULB Jammu, VC JDA, MD J&K Housing Board and other concerned officers attended the meeting.
Divisional Commissioner, Kashmir, Deputy Commissioner Srinagar, Commissioner, SMC, Director ULB Kashmir, VC, SDA  and other concerned officers participated in the meeting via video conferencing.
In regard to AMRUT, it was informed that out of the total 58 projects, 19 are being implemented in Srinagar, 16 in Jammu, 9 in Anantnag and 7 each in Leh & Kargil. As on date, DPR of all 58 projects has been approved, 55 projects have been tendered out and work in case of 46 projects has been allotted.
Chief Secretary directed that the remaining 3 projects should be tendered out by 31st December, 2017 and work in the remaining 12 projects allotted by 31st January, 2018.
The Committee approved the State Action Plan for formulation of GIS based Master Plans for 5 AMRUT cities/towns viz Jammu, Srinagar, Anantnag, Leh and Kargil. The aggregate budgetary requirement is Rs 6.44 crore including data base creation, capacity building and Master Plan formulation.
The Committee also reviewed the implementation status of various ongoing projects with directions from the Chief Secretary to the implementing agencies to expedite the completion/execution of the projects in a time bound manner.
Regarding JnNURM, it was informed that Union Ministry of Housing & Urban Affairs, GoI has released Rs 127.23 crore in January 2017 as 2nd and final instalment for 7 projects being implemented in Srinagar, Jammu Ganderbal, Doda and Leh. Work on all the 7 projects has been allotted and work on various components of these projects has already started and in some cases completed.
The 7 projects under JnNURM include the comprehensive Sewerage Scheme for Greater Srinagar and Greater Jammu, improvement and up-gradation of road project in Doda, Ganderbal & Leh, Solid Waste Management project, sewerage project and augmentation & reorganization of water supply scheme at Leh.
Taking strong note of the slow pace of work on the comprehensive Sewerage Scheme for Greater Srinagar and Greater Jammu, Chief Secretary directed the project executing agency i.e NBCC to expedite the execution of all the components of the projects viz construction of 60 MLD STP, laying of Trunk and Lateral Sewer lines and house connections in Srinagar and lateral sewer lines and house connections in Jammu. The work on the 27 MLD STP and Trunk Sewer lines in Jammu has been completed.
Chief Secretary asked the concerned DCs and Chief Engineer, UEED, to monitor the progress of work on the sewerage schemes in Srinagar & Jammu on weekly basis and address bottlenecks, if any. It was also stressed that work on other projects in Doda, Ganderbal and Leh be completed on fast track basis.
While reviewing the implementation of SMART City Mission Chief Secretary asked both the CEOs to go ahead and complete all the activities including appointment of Chief Finance Officer, Company Secretary and Statutory Auditor, engaging PMCs for design, development & management of projects, filling up positions of key personnel in SSCL, JSCL, company website development and company Logo by or before March 2018.
