Create separate Administrative Department for Tribal Affairs: BGM

JAMMU, Jan 9: Bhartiya Gujjar Mahasabha (BGM) asked the Government to create separate Administrative Department for Tribal Affairs for proper utilization of central funds meant for the welfare of Gujjars, Bakkerwals and other tribal communities of the State.
In a letter written to the Chief Minister, BGM president, Eshfaq-ur-Rehman Poswal said that Government’s aim of reaching out to every section of the society and every nook and corner of the State would not be achieved until separate Administrative Department for Tribal Affairs is created.
Government on the directions of Planning Commission of India initiated process for implementing Tribal Sub Plan in the State but unfortunately, that yielded no results, he alleged.
Poswal said that a separate Administrative Department is required for proper implementation and monitoring of Tribal Sub Plan in proportionate to population.
He said that the due to non-implementation of Tribal Sub Plan,  grants under SCA to TSP and Article 275 have been stalled by the Ministry of Tribal Affairs, Government of India, which is adversely affecting the tribal communities.
Around 4 years back, Government had constituted a committee for studying models of Tribal Sub Plan of other States. The committee constituted by the then Chef Secretary, SS Kapoor and headed by Jehangir Mir, the then Tribal Affairs Director, recommended that Mahrashtra Model should be adopted by the State. Unfortunately, it was not done, he added.
Poswal said that the agency which is taking care of Tribal Sub Plan has turned out to be a failure in implementing the same as a result the tribal communities are not getting the desired benefits of Centrally sponsored welfare schemes.
