CPEs engaged, regularized in Education Deptt fraudulently

Srinagar, Aug 30: A major fraud has been detected in the Department of Education in the Central Kashmir district of Budgam where officials have fraudulently employed underage as Contingent Paid Employees (CPE), majority of them their relatives and political workers, and later regularized them.
An inquiry report (No:- DSEO/Bud/510 dated:- 06-08-2015) submitted by the District Statistics and Evaluation Officer Budgam to Deputy Commissioner Budgam says that out of 137 Contingent Paid Employees (CPE) who were regularized in the department of Education in district Budgam only 5 qualify for it.
The report suggests that these CPEs were under age at the time of their engagement and majority of them had no initial engagement orders and were not paid regularly. “During the course of scrutiny of files/cases of such 137 CPE’s already regularized by the department, it has been observed that the most of the CPE’s are not eligible for their regularization on the facts that they are either been without initial engagement order or have not been paid regularly re-enumeration charges. The initial engagement orders gives the notion that they have been engaged below the age of 18 years and the required qualification certificates are without any authentication needs further verification”, reads the inquiry report.
Sources said that when the Government issued an order in 2013 to regularize CPEs who were employed prior to 1993, the officials in the department led by then Chief Education Officer Budgam, Nazir Ahmad Dar, issued fake and fraudulent orders on fake certificates including date of birth and regularized 139 CPEs in 2013 and 2014. As per the report they even employed 6, 8, 10, 11 and 12 years children and regularized them.
As per the report out of 139 regularized CPEs, 104 have no date of birth records; one each was 6, 8, 9, 10, 12 years of age at the time of engagement; two were 13; 3 were 11; 4 were 15; 5 were 14; four were 16 and 12 were of 17 years of age at the time of engagement.
The report reveals that one Abdul Qayoom posted at M/S Sitaharan was 6 years, Tariq Ahmad Dar posted at BMS Cheke Kawaoosa was 8 years and Ghulam Mohammad Magray posted at M/S Wagroo was 9 years at the time of their engagement as CPE. They were the three youngest employed as CPEs which were later regularized along with other 136 underage.
“Since most of the CPE’s don’t possess the initial engagement order and have not been paid regularly as such 132 CPE’s don’t qualify for regularization against available class 4 vacancies. It is learnt that Chief Education Officer Budgam who has issued the regularization orders in favour of such CPE’s has violated the standing regularization procedures, norms and have marred the carrier of deserving CPE’s”, reads the report.
Earlier this year a list of over 100 Class 4th employees issued by the then CEO Budgam, Nazir Ahmad Dar, was quashed by the government. The list was quashed as the rules of engagement were grossly violated while issuing the orders.
