JAMMU, Aug 11: Principal Sessions Judge Kathua M A Chowdhary has rejected the bail application of Liaqat Ali, Government teacher from whom 38 kilograms of poppy was recovered by police.
After hearing both the sides, court observed, “menace of narcotics/drugs in young generation has assumed alarming dimensions in the State of J&K. Drug addiction causes immense human distress and the illegal production and distribution of narcotic/drugs have spawned crime and violence”.
“Thousands of narcotic/drug addicts, in the State, are leading miserable lives, between life and death. Drug abuse has led to a detrimental impact on the society. It has led to increase in the crime rate”, the court further said, adding “with most narcotic/drug users being in the productive age, the loss in terms of human potential is incalculable, causing damage to physical, psychological, moral and intellectual growth”.
“As per reports, there is massive increase in drug abuse in the State of J&K.  Reliable statistics reveal that thousands of the patients/victims have received treatment in the Drug De-addiction Centres across the State, which too do not have the adequate infrastructure that is needed to cope up with the huge demand”, the court said, adding “this menace requires to be controlled at the very origin”.
“Government of Jammu & Kashmir and the Law Enforcement Agencies including Narcotic Control Bureau do not seem to be serious to this growing menace despite the fact that hundreds of youth have died due to overdose of the drugs”, the court further said, adding “Government should regulate the supply of the medicinal drugs so that their misuse/abuse is minimized”.
With these observations, court rejected the bail application.
