Construct Mini-Secretariat of Mendhar before ending 2017: DB

JAMMU, Jan 1: Division Bench of State High Court comprising Chief Justice N Paul Vasanthakumar and Justice Tashi Rabstan has directed the State to complete Mini Secretariat building at Mendhar and put it to use before ending 2017.
The direction has been passed in a Public Interest Litigation (PIL) seeking directions to the respondents to re-start work on Mini-Secretariat building and construct a public park as well as parking lot on the land which was acquired after destroying the forest nursery.
In the status report, the State has submitted that out of Rs 1404 lakh total cost of the project, an amount of Rs 700 lakh was released by the indenting department and same was fully utilized by March 2015. According to the report, balance work could not be completed due to non-sanction of the further amount.
“Unless the building is completed and put to use the amount already spent will go waste”, the DB observed and directed the State to sanction funds required to complete the construction of the Mini Secretariat building during next budgetary allocation so as to complete the building and make it fit for use.
“Entire construction shall be completed and the building shall be put to use before the end of 2017”, the DB further directed, adding “the request for the construction of public park and parking slot shall also be considered by the competent authority”.
